Apple Server Monitor Availability

Does anyone know if the Apple Server Monitor app that ships with XServe can be used to monitor an OS X 10.2 server box running on a PowerMac? If so, is there a licensing issue because it is not an XServe, and finally, if it is legal , where can I get it? Thanks in advance!
