AFP error, unable to bind to port 548

When starting our Mac OS X 10.3.3 server the AFP service does not start and returns the error that it is unable to bind to port 548. This started happening after a kernel panic that disrupted a large file transfer to the server. Now the service won't start... Help? Suggestions? Thanks...
