Admin not able to reset other users’ passwords from terminal

I am currently using a Mac OS X 10.4.10 machine and I have two morw accounts set up for this machine along with Admin. I am logged in as Admin. I can use passwd command in the terminal and change the password for Admin. However, when I try to change some other account's password, I get a "Sorry" message. I tried various things 1 - enabled the root and then call passwd username 2 - keyed in sudo passwd username I still keep getting the same "Sorry" message. For the first sequence (anu is the username) $ passwd anu Changing password for anu Password for admin: (entered admin password) New password: (entered new password for anu) Retype new password: (reentered the new password for anu) Sorry For the second sequence $ sudo passwd anu Password: (entered root password) Changing password for anu. New password: (entered new password for anu) Retype new password: (reentered) Sorry In the NetInfo Manager when I am logged in as Admin, I have enabled the root user. I can reset the password for anu from System Preferences/Accounts ( basically the GUI) Can anyone point out what settings could I be missing. Thanks
