ACL’s & Home directories

How do I disable Home directories when you connect to a server I don't want these all the time for all users. >Groups >Public >Users Also I have set up ACL's and given a user Full Access but when connecting I get no rights for that user at all. I thought ACL's overide all other priveleges, so what have I done wrong ?
