16 group problem in tiger?

I am in the process of upgrading my OD server from 10.3.9 to 10.4.6 and I am running into a problem. It seems that the 10.4.6 server to a 10.4.6 client is still showing only 15 groups when I log in as a user and type groups at the terminal. I would think its just a problem with the groups command to showing correctly, but I don't have access to a bunch of folders that I should have access to. I seem to remember seeing something about this a few months back, but for the life of me, I can't find anything. I though this was fixed in 10.4? Is there something special I have to do to get it to work? Thanks, Brent
