createUser.pkg
This is a payload free package installer with a configuration file that creates a user. It will create a user in both 10.4 and 10.5 and optionally add the user to the admin group. It was designed with the InstaDMG as well as ARD deployments in mind, and adapts to many usage needs. See the attached README for usage and configuration.
